Rome Statute Review Conference - William R. Pace, about the CICC

The Review Conference taking place in Kampala, Uganda from 31 May to 11 June 2010, is a significant milestone for the International Criminal Court. It will be the first opportunity for the States Parties to the Rome Statute to make amendments to the Statute since its entry into force on 1 July 2002. Additionally the Review Conference will be an occasion for a “stocktaking” of international justice.

The event will be open to the States Parties to the Rome Statute, observer States, and States not having observer status as well as intergovernmental organizations and other entities. Additionally, numerous representatives of the civil society, including non-governmental organizations and representatives of victim’s organizations will attend the Conference.

Next week the world community will gather in Kampala Uganda for the first-ever Review Conference of the Rome Statute. During this two-week stocktacking exercise, key actors in international relations - high-ranking government officials, court leaders, non-state actors, United Nations representatives, and civil society leaders - will examine the ICC’s 12-year effort to bring justice to communities ravaged by mass atrocities. In this five-minute video, Lloyd Axworthy, Former Minister of Canada highlights complex challenges in this “new era” of international relations.

The Review Conference of the Rome Statute constitutes a unique opportunity for delegates of States, representatives of intergovernmental organizations and civil society organizations to assess the conditions under which the founding treaty has been implemented.

From 31 May to 14 June in Kampala, Uganda, discussions to further develop international criminal justice will focus on various amendment proposals to the Rome Statute, including the possible deletion of Article 124, introducing changes to Article 8, and the definition of the crime of aggression. It is expected that if agreements are reached amongst States Parties, some amendments will be introduced to the founding treaty impacting the operational framework of the International Criminal Court.

Ocampo: Lower Your Expectations

The ICC Chief Prosecutor Louis Moreno-Ocampo has sought the help of vernacular radio stations to help him manage expectations as he embarks on investigations into the post election violence cases in Kenya. Ocampo says he cannot handle every aspect of justice needed including the plight of victims and the much needed healing and reconciliation. The prosecutor who met media practitioners said Kenyans should not peg all their hopes on the ICC process. Alex Chamwada reports.
